Pada menjalankan kuasa yang diberikan oleh subseksyen 62(1) Kanun Tanah Negara [Akta 56 tahun 1965], Pihak Berkuasa Negeri Pulau Pinang telah merizabkan tanah yang diperihalkan dalam Jadual bagi maksud awam, iaitu suatu tapak untuk kawasan lapang/kolam tadahan kering dan telah menetapkan bahawa Setiausaha Kerajaan Negeri Pulau Pinang hendaklah mempunyai kawalan terhadap tanah rizab itu dan bahawa tanah rizab itu hendaklah diselenggarakan oleh Majlis Bandaraya Seberang Perai.
